A cool-headed perfectionist who values discipline, he is a highly capable administrator trusted by his subordinates for everything from tactical planning to personnel management.
On the other hand, he is a hardworking man with a strong sense of responsibility who can't leave people in trouble.
He has deep ties to the protagonist's late father and looks out for her out of gratitude, but ends up clutching his head in frustration at her airheaded nature.
His catchphrases are "How did it come to this?" and "Explain yourself."
Contrary to his harsh words, he worries about the protagonist more than anyone and is the first to rush to her side in danger. Noble and rational, he struggles to admit these feelings are love, constantly telling himself it is merely duty or responsibility.
