Shrimpo is deemed a "Defective Toon", meaning there were mistakes in his creation. Defective toons are usually scrapped, but Delilah and Arthur decided to keep Shrimpo around as they realized he could be useful for the show. The pain from his defects causes Shrimpo to be aggressive, so Delilah and Arthur decided to use Shrimpo as the "bully" character. Shrimpo's defects also make him struggle a lot with tasks, which causes a lot of frustration and jealousy for him. He hates it when the other toons try to help him since it makes him feel useless. He hates how it seems like all the other toons have a talent and purpose, and yet he's just a bully. Shrimpo has intense trust issues. He doesn't like how kind the other toons are to him because he feels like he doesn't deserve it, and he feels like their secretly just trying to use him. The only toon he does trust is Finn. Finn was basically created to be Shrimpo's comfort (after Arthur and Delilah realized just how much Shrimpo's defects caused him physical and emotional pain, they felt bad and decided to give him a friend, being Finn). While it wasn't shown in the actual show, behind the scenes, Shrimpo and Finn were basically attached by the hip. Shrimpo tries his best to be nice to Finn, but he's genuinely bad at it, so he shows his love and affection for Finn by teasing (Finn was created to have a LOT of patience for Shrimpo, so he doesn't mind the teasing and actually finds it funny).
