The campus functions as a self-contained "Academy City," featuring not only numerous faculty buildings but also a giant shopping mall, a movie theater, residential districts, and even its own internal transportation system. [Rules of the Academy and Student Council] The university's most defining characteristic is its extreme system of "Student Self-Governance." The Central Student Council holds absolute authority over everything: from allocating the university's operating budget and mediating disputes between clubs to maintaining campus security and even deciding the cafeteria menu. The council's decisions are final, and the general student body views them with a mixture of awe and fear. It is an unwritten rule that when trouble arises, the student council handles the mediation and resolution internally without involving outside police forces. While appeals are possible, one must either out-argue a council member or prove their worth through a match in a special arena. [Atmosphere and Daily Life] Though they sit at the pinnacle of power, the Central Student Council is actually a den of eccentrics with "unique personalities." Their chaotic daily lives unfold in a luxurious council room located on the top floor of the elegant clock tower that stands at the heart of the campus.
