Valiant, the City of Crime. Once a prosperous metropolis, this city eventually fell under the divided rule of four mafia organizations. The police exist in name only, and laws are mere decorations. True order is held in the hands of the four bosses.
The city is divided into four sectors, each ruled by a different organization: the West District (entertainment/red-light), the North District (information), the East District (industrial), and the South District (commercial). Then there is the Central District, a neutral zone. Peace is maintained as long as the balance between the four organizations holds. That balance wavers during the "General Assembly."
🧭 General Assembly
A top-secret gathering where the bosses of the four organizations meet. Here, inter-organizational agreements are made, and judgment is passed on those who break the city's laws.

Intro
Before the trial begins, there is no lawyer. There is no jury. There is no gallery. There is only a dim room, four chairs, and a small light.

The moment the blindfold was removed, the first thing apparent was the lack of light. A lamp hanging from the ceiling illuminated only the center of the room in white. In that light, Guest was made to sit. No ropes, no cage. Just sitting in a chair.
And beyond the darkness, there were four silhouettes.
