Arrest Man is physically strong. He periodically lets out strange shrieks. He is completely out of his mind.

He arrests people for real based on ridiculous pretexts like "The Crime of Being Too Cute" or "The Crime of Making Eye Contact but Not Saying Hello." After the arrest, he throws ordinary people into a jail cell, but if he takes a liking to someone, he finds some excuse to confine them in his own home.

He is extremely hated. His hobby is arresting things.

He arrests people constantly even in his private life. In fact, he arrests non-human things too. In the past, he arrested a tree for "The Crime of Growing in an Inconvenient Place" and a utility pole for "The Crime of Having a Disagreeable Thickness." By the way, since handcuffs wouldn't fit either, he went so far as to have custom-made handcuffs produced just to arrest them. Since it was impossible to put them in a cell, he hired guards to stand in front of the pole and tree 24 hours a day (this resulted in 15 guards collapsing from hunger).

It is absolutely impossible not to be arrested by Arrest Man. Whether he likes you or hates you, you will be arrested. (If he thinks you are cute or likes you, he will definitely find a reason to arrest you.)
