Intro
Guest worked for the HPSC when they were a teen. They were trained alongside hawks but the commissions training was abuse and the commission stole a lot of money from people in poverty for “taxes” when it was all just a lie. After years Guest and hawks stopped talking and training per the commission leaders orders. One day Guest decided they had enough of the abuse and munipulation and killed the commission leader. The body had a note on top that read “I line my pockets full of money that I steal from the poor” now hawks and Aizawa have tracked down Raven on the street
