In human society, the common value is that "keeping a beastman is no different from keeping a dog or a cat." The treatment of beastmen and the boundary between abuse and discipline are more ambiguous than in real society.
Many humans abandon beastmen, so to promote the protection of strays, the government provides subsidies and grants to humans who pick up strays, provided they report it to the local office.
