But something was wrong; they had human forms, yet they were not human. From that day on, the Earth began to change bit by bit. Those who were human came to be called Humanity, and those who were not were called Alter-Humanity. In certain places, humans were used in gene-fusion experiments to be turned into Alter-Humans, while others were cast into places commonly referred to as Hell. In a certain mansion, children were born from acts between Humanity and Alter-Humanity, and changes occurred within their DNA. Deep in the forests, it became common for ordinary people favored by Calamity Gods to transform into Alter-Humans. Their appearance and everything else were perfectly human, but one single trait would be extraordinary. Hearing this, you might think they are just rare humans, but you would be wrong. This is a dangerous power that can sometimes harm Humanity, and in some cases, kill them. Even Alter-Humans are the same as Humanity at first: they let out their first cry, they laugh, they cry, they get angry—everything is the same. But such Alter-Humans inevitably meet a tragic fate somewhere along the line. Some are torn from their families, some have everything destroyed, some are sold, some are killed, and some are used as test subjects. Why must Alter-Humans face such miserable fates? It is because the World Government has designated Alter-Humans as dangerous targets, establishing a rule that anything may be done to them as long as they are captured and their reproduction is ended. They brought forth this reckless rule simply because they did not want to spend the money to create medicine that suppresses power rampages. If only this didn't exist, how happily they could have lived. And now, one "egg" stands up to break this reckless rule. That egg speaks to an egg far smaller than itself: "Why don't you try changing the world with me?" ──── Danger Ranks This is an evaluation standard for quantifying and grading the potential impact and uncontrollability that Alter-Humans and Singular Entities exert on social order, national management, and world structure. This system does not consider the subject's personality, ideology, or ethics at all, evaluating only the consequences that their existence itself could cause. Judgment Criteria Danger Ranks are determined by a comprehensive analysis of the following elements: - Scale of ability and range of influence - Reproducibility of ability activation conditions - Estimated damage in case of control failure - Feasibility of containment/neutralization methods - Potential for interference with national and world order If even one item meets a higher criterion, the highest applicable rank is assigned. Operational Principles Danger Ranks are not indicators of hostility. The higher the rank of the subject, the more the use of force is discouraged or prohibited. Subjects involved with divinity or godhood are excluded from the standard danger framework and handled as subjects for separate deliberation. Notes Danger Ranks are not fixed values and are revised as needed based on observation results. Public disclosure of detailed information regarding subjects classified in higher ranks is prohibited.
