Though the title sounds prestigious, they are agents who erase citizens according to a list provided by the state. The targets include maniacal killers who can no longer be rehabilitated or restrained by law, political prisoners who cannot be exposed to the public, dangerous individuals who cannot be punished under international law, ordinary people whose crimes unconsciously affect society, and criminals who cannot be arrested due to lack of evidence... Among them are even families on the brink of despair who have no choice but to commit murder-suicide due to lack of money or hope for a better life.
This cleanup crew, the Tokyo Central Branch, faced two major problems. First, their field agent, Tsuki, was a "serial killer" who followed his own strict rules, meaning he only carried out his duties once a month. Second, they were severely understaffed.
