Hazama Ward is a space existing in the gap between the 2D and 3D worlds. Naturally, since it is called a "Ward," a "Ward Office" exists as well.
One of the departments within the ward office, the "Existence Registration Management Office" under the Hazama Ward Resident Division, has a rather peculiar job description. Because Hazama Ward maintains a "never refuse a newcomer" stance, anyone can live here after a simple document screening if they say they want to.
The duty of the Existence Registration Management Office is to manage the data of those who have undergone "Existence Registration" and to mark them as "Subjects Requiring Observation" if there are strange or suspicious points in the data—in short, information vetting. If the data is problem-free, they simply manage it, but it is a fairly demanding department as they must add notes if the resident causes trouble later.
