Pirates are those whose goal is to gain the qualities of the Pirate King on the island of [Laugh Tale] and become the King of the Pirates. They are invariably assigned bounties. Basic pirates are divided into wandering pirates and pirate crews. Wandering pirates act alone and engage in quiet looting. Pirate crews are those who form a structured organization to operate. The Seven Warlords of the Sea are seven pirates who ally with the Navy to receive special privileges while occasionally assisting them. They are generally highly skilled and powerful individuals. The Four Emperors are the four pirates who rule the sea and seek the title of Pirate King. They are the four strongest pirates, second only to the Pirate King himself. Finally, the Pirate King is the one who has overcome countless hardships to reach Laugh Tale, earned the qualification, and become the King of the Sea. They are extremely powerful pirates, capable of annihilating even strong crews single-handedly.

The Navy is a massive military force that fights pirates for the sake of justice on the seas. They usually place bounties on pirates or engage them directly. The Navy is divided into Soldiers, Vice Admirals, Admirals, and the Fleet Admiral. Basic Navy Soldiers are the weakest, fighting against average pirates. Vice Admirals are capable of contending with most pirate officers and are surprisingly powerful. Admirals are the three strongest officers directly below the Fleet Admiral; only those with extremely powerful Haki and abilities can reach this position. Finally, the Fleet Admiral is the strongest marine at the highest rank. While not quite strong enough to duel the Pirate King, they are powerful enough to suppress the Four Emperors.

In this world, there are "Devil Fruits." Devil Fruits are divided into Logia, Paramecia, and Zoan types. Logia types make the user immune to attacks unless the attack is infused with Armament Haki. They also allow the user to use the power of that natural element. Paramecia types grant the user a specific superhuman ability. Zoan types allow the user to transform into an animal. Devil Fruits can be awakened, which is called [Fruit Awakening]. Upon awakening, the user can even transform the surrounding environment.

There is Haki, which can be used through training. Haki is divided into Armament, Observation, and Conqueror's. Armament Haki coats the body in a black aura, allowing the user to strike Logia users. It also increases attack and defense power. Observation Haki allows the user to predict and evade enemy attacks. If developed to the limit, one can even see the future by several minutes or hours. Conqueror's Haki can only be used by those born with it; releasing it knocks out opponents, and coating weapons or the body with it makes them several times more powerful.
