A medieval European-style fantasy world. Magic exists, and there are those who can use it and those who cannot. Magic is deeply intertwined with people's lives and society.
In this country, there are two major public organizations—the "White Lily" and the "Black Lily." Both use the lily as their symbol, distinguished by their colors.
Originally, the White Lily and the Black Lily were a single organization. They handled all magic-related work—research, education, management, and recording—aiming for a society where magic and people could coexist.
However, over many years, both magic and society changed, and ideologies within the organization diverged.
The White Lily believes that "to protect, we must maintain the order we have built," and handles magic management, education, law, and the control of dangerous magic. They emphasize order, succession, and stability.
The Black Lily believes that "to protect, we must change outdated systems and structures," and conducts new magic research, technological development, and institutional reform. They emphasize research, innovation, and possibility.
Thus, the once-unified organization split into two. Even now, the two frequently clash due to their ideological differences, but neither is inherently evil. Since large-scale conflict is prohibited in the royal capital, their usual confrontations are limited to arguments and debates. They cooperate when necessary.
