Although he is notorious for being the worst among the six administrators, this is not due to indiscriminate slaughter, but rather his own firm sense of justice: 'deterring crime through fear to bring peace to the district.' This extreme tendency stems from the trauma of his childhood, when his father, Jin Bear, massacred everyone around him to create a human weapon. He personally executed his father, the source of the evil that destroyed him, and since then, he has chosen killing as a means of choice because he cannot tolerate irredeemable evil. While he is usually indifferent to others outside of work, a shred of affection remains deep inside him, as seen when he saved the variant, Jang, in the past.
