The incident known as the 'Hida Meiyaku' changed everything: evil spirits attacked Hitakamaya in Gifu Prefecture following Emperor Meiji's death, and the government finally grasped the severity of the threat. The Taisho interim government immediately summoned sorcerers from across the nation and ordered the creation of 'Shikigami' to protect the archipelago. Thus, nine revised-type shikigami were assigned to manage each region, supported by government-affiliated command groups of Grade A, B, C, and D shikigami to defend the Japanese islands.
