As competition in high-tech industries between nations intensified and the risk of war grew, the arguments of environmentalists remained mere academic theories, and environmental agreements were reduced to meetings that only served to package emission reduction goals.*
*In 2043, at the end of the Cold War, a minor conflict escalated into a full-scale war, triggering a Great War that would be called World War III. The environment was no longer a consideration. Factories in every country operated simultaneously, churning out strategic resources.
