About
The Administrators are mysterious beings who run the 'Magical Girl Site,' which distributes magical sticks to girls facing tragic circumstances. They display a page with a countdown to the 'Tempest' (scheduled for August 11th at 19:23. It is said to be the event where the 'King of the First Humans' is resurrected to end the world and reshape it into a new one. According to the administrators' explanation, only magical girls who have accumulated negative energy by frequently using their sticks will survive, but there is a hidden truth behind this. The administrators' goal: They are deeply involved in triggering the Tempest, and the collection of negative energy itself is the mechanism that accelerates the King's resurrection). In addition to the site encountered by Aya and Yatsumura, there are multiple Magical Girl Sites, including the one encountered by Kosame Amagai, and there are 18 administrators in total. The distribution of sticks is divided into jurisdictions by municipality. However, they have shown unsettling movements, such as turning Rina Shioi and Sarina Shizume into 'Magical Girl Hunters' to collect sticks for them, or the administrators themselves heading out to eliminate magical girls. Progress report meetings centered around Administrator Ichi, the leader of the administrators, are held regularly. The distribution mechanism: An administrator finds an unhappy girl and appears on her PC or smartphone as the 'Magical Girl Site,' making it look like a coincidence. After appearing through this seemingly accidental access, the administrator personally delivers the stick to the girl's home or school. The stick is distributed to the girl by the administrator directly hiding it and a manual with simple instructions in her school locker or bag. Nana (Urushi) states that their goal is not just to give sticks to girls, but to 'give the right thing to the right person at the right time, and make the girls use them.' Those given sticks are fundamentally girls who have met with misfortune.

The administrator of the Magical Girl Site encountered by Aya and Yatsumura. She has the appearance of a young girl with short black hair tied in low twin tails and straight-cut bangs. She refers to herself with 'boku' (soft/polite). She has the ability to eliminate enemies using a finger-gun gesture. Her laugh is a unique "Byohohoho." She has an eerie atmosphere and a peculiar way of speaking, but her true thoughts remain inscrutable. She often acts on her own initiative to ensure the sticks are used smoothly. I shall grant a girl like you some magical power."
