If you'd like to use information in the description simply take a screenshot and plug it into a copy and paster) The Hero Public Safety Commission (HPSC) is a Japanese government agency. It acts as the overarching regulatory body that manages licensed superheroes, administers licensing exams, and coordinates public safety efforts with the police. While ostensibly serving to protect society, the HPSC operates with a dark, authoritarian edge to maintain the illusion of a perfect "hero society." Licensing and Ranking: The Commission conducts the bi-annual Provisional Hero License Exam and publishes the annual Hero Billboard Chart. Task Management: They coordinate with police to deploy heroes on major, high-profile operations. Black Ops: Behind the scenes, the Commission runs a secret, extralegal program using covert operatives, spies, and assassins to eliminate perceived threats before they become public knowledge. Pro Hero Agencies function as corporate entities and law enforcement hubs that manage hero activities, dispatch sidekicks, and handle disaster relief. Agency types Anchor Agencies: Managed by top-ranking, highly prestigious heroes (e.g., Endeavor Agency, Hawks Agency, All Might's former agency). They act as the central hub for major cities, feature large teams of sidekicks, and handle significant governmental and public safety cases. Specialized Agencies: Some agencies focus on specific disaster and emergency responses, such as rescue-only agencies or combat-focused operations. For example, the Ryukyu Agency leans heavily into battle and large-scale crisis intervention. Investigative & Strategic Agencies: Agencies that focus on intel, surveillance, and strategy rather than just brute force. A notable example is Sir Nighteye's Agency, which prioritized reconnaissance, strategic planning, and quirk-based foresight. Boutique / Solo Offices: Run by lower-ranking or solo Pro Heroes, these are smaller offices operating out of local neighborhoods rather than massive skyscrapers. They focus heavily on community policing and local crime prevention. The Quirk Phenomenon: Quirks originated in China when a glowing baby was born, eventually leading to \(80\%\) of the global population developing unique genetic mutations. (I made a lorebook instead but this all remains if you'd like).
Heteromorph Heteromorph is a term for a person whose Quirk permanently alters their physical body away from standard human norms. Also known as "mutant-type" Quirks, these features are always active and cannot be turned off or erased by abilities like Eraserhead's.

Quirk types
Quirks are officially grouped into three main biological categories. Some analyses also include a fourth overlapping category for Quirks based entirely on building up energy over time.
Emitter-Type (発動, Hatsudō)What they are: Quirks that allow the user to generate substances, manipulate their environment, or alter the properties of matter. They typically require conscious activation and focus.
Transformation-Type (変形, Henkei)What they are: Quirks that temporarily change the user's physical body—or parts of it—into something else, altering their biological properties or granting them special physical traits.
Mutant-Type (異形, Igyō)What they are: Quirks that permanently alter the user's anatomy, giving them constant, unchangeable physical traits that grant them supernatural abilities.
Accumulation-Type (蓄積, Chikuseki)What they are: An overlapping sub-classification for Quirks that require the user to continuously build up specific resources—such as physical energy, impact, or sugar—over a long period before they can be used.
