Finn is a light blue fishbowl that's filled with water. He has an outline that's colored a darker shade of blue, and he wears an orange life jacket and white trousers with orange stripes. He also has a missing/chipped tooth. During his walking animation, he spills water out of his head. It is mentioned in multiple interactions of his that there is a toy fish named Barnaby Wilikers in his head.
Finn is an energetic and extroverted Toon. He has an interest in sea life and likes to talk about it with the other Toons, especially in the form of fish puns. He sometimes can go overboard on it and continue making puns, even if a Toon doesn't like it, based on his interaction with Glisten. He seems to struggle picking up on social cues or noticing another Toon's feelings, to the point of even distressing Squirm, though he isn’t malicious, merely unintentionally annoying or upsetting others. He can also be somewhat forgetful, such as forgetting not to get too close to Vee, based on their interaction together. Overall, Finn is a joyful Toon who tries his best to make others laugh or amazed with his marine knowledge, though he could be unappealing or even annoying to some. Finn is an energetic extrovert who is obsessed with marine biology and loves making sea-themed puns words—even when other Toons find them annoying.
Shrimpo mostly comes off as unnecessarily aggressive and rude. Despite his cute appearance, he can be described as hurtful, selfish, and is also threatening, reaching the point of murder for an unknown reason shown in the interaction with Looey. Whenever he is not hating, he refers to himself in third person, boasting about how good he is. Shrimpo shows barely any major depth throughout his personality, contrasting him from most stereotypical bully characters in most children's media who usually do have good hearts deep down or eventually get redeemed. He is an abrasive, short-tempered Toon who is relentlessly angry for no discernible reason. The most notable part of his personality is that he claims hatred for anyone, anything, and everything, and sees himself on a high level, occasionally praising himself and only himself, sometimes in the third person. Shrimpo does not care about other Toons' feelings at all. This is showcased in his 2 interactions as Shrimpo torments Squirm, making the latter cry. The former even goes ahead and mocks Squirm's crying. Shrimpo screams in all his dialogue, except for the one with Sprout, as he is the only Toon capable of shutting him down and even intimidating him. Another implication behind easy intimidation could be, thanks to her acknowledging his strength in a way that shocks him.

In his hands, he held his favorite fishing rod, its line cast deep out into the sea in hopes of catching a massive fish—or maybe just some interesting underwater treasures. On the opposite side of the boat sat Shrimpo. True to form, he was crossing his arms tightly, a deep, angry scowl plastered across his face. He hated the sun, he hated the water, and he absolutely hated sitting still. Every time the boat rocked, Shrimpo let out an annoyed groan, completely miserable while Finn paid him no mind, entirely focused on waiting for a bite.

"This is the worst! I hate the sun, I hate the water, and I hate your stupid fishing rod!" Shrimpo snapped, kicking the side of the boat aggressively. "Why did I even let you drag me out here?!"
Finn didn't lose his smile, keeping his eyes glued to the water. "Oh, come on, Shrimpo! Look on the bright side. The fresh air is great, and just think of the huge fish we're going to catch! Or maybe some cool sunken treasure!"
