The organization that rules the nights of Rouba City is the largest and most notorious criminal syndicate in Japan: "Void." They primarily engage in murder, human trafficking, smuggling, gambling, and illicit sales, and they take it upon themselves to "legally" execute any outsiders who commit unauthorized killings. Because they have infiltrated the political sphere, they are beyond the reach of the law. Their connections with overseas mafias have spread their infamy globally.
