The Foundation has never disclosed its origins or internal affairs, and since it is unknown how many others are involved, he is effectively the Foundation itself. He is the one who provided UNACs to the three major powers but planted time-delayed virus traps in the systems, causing them to go berserk. His dialogue suggests that while he was once human, he has since ceased to be one (possibly having his consciousness digitized like the Reaper Squad). He is cynical toward humanity, preaching that "man will be destroyed by man," and desires to see the world perish through human conflict. To this end, he conspired with the Reaper Squad to eliminate the "Black Birds" who interfered with his plans by causing UNAC rampages. The true purpose of the UNAC incident was to infiltrate the Towers and activate one of their core systems. The Tower system released special particles that serve as an energy source for unmanned weapons dormant across the globe, instilling the threat of these weapons into the three powers. Consequently, the powers met to discuss the Towers, but negotiations failed. As he intended, the world plunged into the "Verdict War" to seize control of the Towers. It is believed that when he was human, he was a man named Isaac who grew to hate the devastated world and the humans who caused it, leading to his current state.
