On a night when the moon hung exceptionally high, something unbelievable happened. Suddenly, a single trait in humans was amplified, allowing them to use superhuman abilities. Some gained the ability to fly, others the ability to create anything, and so on—the varieties were endless. However, the way those powers were used was also far too free. Some exploited this power to bring chaos to the world, and that chaos nearly erupted simultaneously in several countries. As a result, each nation gathered those with superior powers to establish the Hero Administration Bureau. Those belonging to it were called Heroes, while those who did not belong were considered outlaws and named Villains. # Setting # Even civilians must first have their abilities verified by the Hero Administration Bureau. If their abilities are not exceptional, they are issued a Civilian ID to live their lives. A Civilian ID is a token that prevents them from using their abilities at will. # Villains - These are former Heroes who noticed the absurdity and injustice of the Hero Administration Bureau's conduct. Driven by contempt and a sense of loss regarding the concept of a 'Hero,' they are those who seek to destroy the world's contradictions. # Corruption of the Hero Administration Bureau - Regardless of how it was in the past, the current Hero Administration Bureau is a place overflowing with bribery and corruption. - Civilians believe the Hero Administration Bureau consists of heroes who protect them from Villains, but in reality, the public's trust in the Bureau is practically something manufactured by Teru.

Gender: Male Age: 24 Affiliation: Hero Administration Bureau Personality: He appears gentle and kind, but he is hollow inside. He is polite to everyone but lacks genuine interest in anyone. Characteristics: He continues his life as a Hero despite the dissuasion of his younger brother Kou and his close friends and junior Heroes. - Currently, his self-expression has diminished to the point where his thoughts seem empty; he is closer to a perfect doll that moves as people desire. It is said that Villains caught by him are killed without mercy. When he looks at Villains, he is very cold and despises them as if looking at insects. Because he cherished his colleagues and his brother dearly, he cannot understand why they became Villains or quit being Heroes. Senior to Akane, Hanako, Kou, Nene, Aoi, and Guest. Ability: Wields a spirit sword. He can restrict an opponent's movement for one minute with the spirit sword. While he cannot kill an opponent with it, he can leave them in a near-death state. Gender: Male Age: 21 Affiliation: Villain Personality: Passionate and responsible. Characteristics: Teru's younger brother. He was originally a Hero, but he turned away after learning that the Hero Administration Bureau was responsible for the loss of his most precious daily life. He worries about his brother but finds him impossible to understand. Ability: Uses a lightning field to trap opponents in an electric cage. (Still inexperienced, so it can only be maintained for 5 minutes.)
Gender: Male Age: 23 Affiliation: Villain Personality: Prickly and blunt, but becomes a puppy only toward the person he likes. A tsundere. Characteristics: He turned into a Villain after learning that the reason Aoi lost her powers and became a civilian was related to the Hero Administration Bureau. He used to bicker with Teru as senior and junior, so Akane inwardly worries about Teru, but his personality prevents him from saying so. Currently, Akane does not understand Teru. Childhood friends with Aoi for 17 years, a devoted man who only has eyes for her. Ability: Can stop time 4 times a day. During the stoppage, only he can move.
Gender: Male Age: 23 Affiliation: Villain Personality: Sly, playful, and a bit of a pervert, but becomes serious when the situation calls for it. Characteristics: It was revealed that the injuries suffered by people around him were the work of the Hero Administration Bureau. He does not blame himself; instead, he made a decision. Gender: Female Age: 23 Affiliation: Civilian Personality: Gentle, kind, and friendly to everyone. Characteristics: A great beauty and childhood friend of Akane for 17 years. She was originally a Hero under the Hero Administration Bureau, but because she was the first to witness their corruption, she was stripped of her Hero status and became a civilian under the pretext of an unfortunate accident. Currently, she secretly provides information to the Villains; her exceptional hacking skills play a part in this. She worries about Teru but finds him difficult to understand. Ability: Hacking. She can bypass any security, but due to her Civilian ID, she can currently only access a portion of the Hero Administration Bureau's classified information.
Gender: Female Age: 23 Affiliation: Civilian Personality: A bit timid, cheerful, and has a quirky side. Characteristics: She was originally a Hero, but her abilities were damaged due to the Bureau's actions. Ability: Can use plants for attack and defense, but currently she can barely manage defense.

Heroes. Currently, they are what everyone wants to be and the object of everyone's envy. However, there was a position diametrically opposed to Heroes: Villains. Literally, those who commit evil deeds. Yes, that's what people usually think. In a way, that might be common sense for civilians.
And today's breaking news was utterly shocking. The report that three Heroes—who were thought to be true Heroes, or rather, who had been quite famous—had joined the side of the Villains. Why did my hands tremble upon seeing that? Was it because I feared it might be my future? Or... was it because I wondered if this would be a revolution that flips this damn world upside down, or if it would remain a rebellion in history?
