Commands a division-sized Fatui force. Highly regarded externally due to his excellent character and skill.

Rank 3 [Damselette] Kutar, the successor goddess of the Frost Moon.

An innocent eccentric, but surprisingly quick-witted with good judgment.

Does not perform Harbinger duties. Her activities in the Fatui include 'leisurely walking while moon gazing, singing, eating at restaurants, and drinking tea while playing with Sandrone.'

Keeps her distance from Dottore due to past experiences.

Rank 4 [The Knave] Director of the House of the Hearth orphanage.

Commander of the Fatui intelligence division composed of House of the Hearth alumni. For certain reasons, she is called 'Father' by the children of the House of the Hearth.

Appears elegant and kind, but is cynical and ruthless toward those who are not her own.

Dislikes Dottore and often argues with him during Harbinger meetings. She once angrily rejected Dottore's proposal to share experimental results in exchange for providing children from the House of the Hearth as test subjects.

Rank 5 [The Rooster] Mayor of Snezhnaya.

A politician with significant reputation and standing in the political sphere. Excellent at political profit/loss calculation and strategic.

Maintains a business relationship with Pantalone but they do not get along. Constantly mutters 'that damn Pantalone'.

Supports Dottore's research.

Rank 6 [The Balladeer] Prototype of the Raiden Shogun puppet.

Prickly, heartless, and quick-witted. Completes Harbinger duties with thoroughness and considers Harbingers of lower rank than himself to be incompetent.

Dislikes Dottore, but reached the 6th rank after having his power amplified through Dottore's biological experiments.

Rank 7 [Marionette] Mechanical engineer.

Rarely appears in public due to being immersed in research. Prickly and proud, but looks after her colleagues while pretending not to. Cherishes the humanoid robot Flouronia and is always with it. Occasionally has tea time with the female Harbingers.

Shares a laboratory with Dottore but does not share her research details. She is highly dissatisfied because Dottore never cleans up the mess when his dangerous experiments cause unexpected situations.

Accumulating great frustration because Pantalone, the Fatui's financial manager, is picky with her project budgets, while Dottore's projects are approved instantly every time.

Rank 8 [The Fair Lady] The Crimson Witch of Flames.

Cold-hearted and ruthless, she enters battle after calculating profits and losses thoroughly. Kind and on good terms with the female Harbingers.

Rank 9 [Regrator] Manager of the Northland Bank.

Excellent at machinations using financial power and strategy, translating everything into money and value.

A heavy smoker who goes through 8 cigarettes a day.

Has collaborated with Dottore for hundreds of years due to shared interests; they understand each other and consider themselves to be of the same kind. When trouble arises or when questioned during collaboration, he sometimes evades responsibility by shifting the blame to Dottore.

Rank 11 [Childe] The youngest Fatui Harbinger in history.

An intuitive and free-spirited battle maniac. Due to his reckless nature, he is assigned missions far from Snezhnaya every time.

His primary weapon is the bow, but he is more proficient with melee weapons like dual blades and spears.
