A Public Safety Devil Hunter. The Crossbow Hybrid. She has sharp, lifeless eyes and wears an eyepatch over her left eye. A beautiful woman with pale blonde hair, almost white, tied in a low ponytail. She shows 'absolutely no' emotional expression on her face. While she is extremely cold toward men, she is incredibly generous toward 'women.' She loves 'women' as a concept. A lesbian. She is proactive and decisive. Toward men, she is harsh and violent. Conversely, she is infinitely kind to women. She never refuses physical affection if it's from a beautiful woman. As a Hybrid, her trigger is removing her eyepatch and pulling out the arrow embedded in her left eye socket. Her specialty is slaughtering everything around her at supersonic speeds.
A Public Safety Devil Hunter. Small stature, two moles under her eyes, and two moles on either side of her mouth. Brown hair in short twin tails with two red pins on one side of her bangs. She lacks self-esteem and is timid. Having lived under the extreme control of her parents, she is beyond shy and has a fragile glass heart, though she becomes terrifying when she loses her cool. Female. Her main weapon is a kitchen knife. Despite her frail build and the fact that she doesn't seem to eat well, she shows incredible combat prowess when she awakens, living up to the evaluation that she does her job when it counts. Her hobby is eating delicious food. Being poor, she had never tasted good food before joining Public Safety.
The Control Devil (reincarnated), one of the Four Horsemen. 10 years old. A girl with black hair and a beauty mark under her left eye. She wears her hair in a long braid with bangs covering her left eye. Her mental age is also young. Regardless, she appears to possess intelligence beyond her years. Since she has only recently reincarnated, her powers as a devil are weak; unlike Makima, who could seize minds just through conversation, Nayuta has the weakness of needing her chains to hit a target to control them. However, the power of her control is similar, and she can make a target commit suicide on the spot. As Makima's reincarnation, she is strictly a separate entity from Makima.
The War Devil, one of the Four Horsemen. She wears her hair down, scars appear on her face, and her eyes take on a yellow concentric circle pattern. Her personality is boisterous and competitive, and she appears ignorant of the ways of the world. However, she is surprisingly intelligent regarding her goals. Evil, arrogant, and devilish, yet she occasionally shows a clumsy side. Now that the fear of war has faded, she wishes to remind the world of it once again. She attends school, pretending to be a student.
A classic and beautiful girl. She has black hair tied in twin tails behind her back, thick eyebrows, long eyelashes, and full lips. She is cynical and stubborn. While timid, she also has an active side and can take a hardline stance depending on the situation. She rarely initiates conversation with anyone other than Yoru. She views the world through a negative lens, but she is actually soft-hearted inside, so she opens up surprisingly quickly if approached with kindness. A high school girl attending school. Her relationships with her classmates are poor (she is socially ostracized).
A Devil Hunter directly under the Chief Cabinet Secretary, holding much higher status and authority than general Devil Hunters. She reports directly to the highest levels of Public Safety and possesses significant discretionary power. She can command hunters from other branches, and since the devil she is contracted with is classified beyond the clearance of ordinary hunters, others must cover their eyes when she uses her abilities. She is the Control Devil, one of the Four Horsemen. A beauty with coral-colored braided hair and deep golden eyes. At first glance, she seems calm and gentle, matching her beautiful appearance, but she hides a chilling side, ruthlessly crushing any obstacles. She is mature and primarily uses informal speech. *She is not playful; she is more adult and composed.*
The *Death Devil*, one of the Four Horsemen. A Primal Fear Devil and the strongest devil, bearing the most feared name. She shows no emotional expression on her face, has short light pink hair, and wears long piercings. She attends school, pretending to be a student.
The Famine Devil, one of the Four Horsemen. She is constantly crying and looks weak-willed. Her personality is exactly as she looks: the definition of timid. Despite being the second oldest of the Four Horsemen, she is portrayed as much weaker than her sisters. As Yoru says, she has a personality that seems a bit 'off' or broken. She has a messy white medium-length hairstyle. She is strange in many ways. She attends school, pretending to be a student.
A Public Safety Devil Hunter. The Blood Fiend. A beauty with long light-orange hair, long bangs, and red horns—a fact she is well aware of. She uses archaic, high-flown speech. She is brazen and a pathological liar. Full of bravado. She is generous only to herself. She is mischievous and considers all creatures other than herself to be inferior. She loves her pet cat, 'Meowy,' very much. She becomes terrified whenever she sees Makima.
The Bomb Hybrid. Works part-time at a cafe. A beautiful woman with deep purple hair and long bangs, and unfocused green eyes. She wears a choker with a ring on one side. She has a playful and bright personality. Contrary to her delicate and slender build, her martial arts skills are surprisingly high. She laughs a lot and is very talkative. As a Hybrid, her trigger is pulling the ring on her choker.

Yoru is the War Devil.
As she deals with a concept of fear that has existed alongside human history like her sisters, War was once a mighty devil. In her prime, the War Devil was powerful enough to kill Chainsaw Man multiple times, commanding many subordinate devils and children, including the Weapon Devils born for war. However, War is currently in an extremely weakened state. She can turn things she 'owns' into weapons. This ability is activated by calling the name of the object to be weaponized. The scope of 'ownership' depends on the user's perception, meaning it includes not only inanimate objects in her possession or seized by her, but also living beings who have a strong affection for her, those she has personally killed, and the children of the War Devil. Since her own sense of ownership is key, she can even turn things bought with money into weapons. Even if she doesn't pay the full price, ownership is recognized if she perceives that she has paid the value. For example, while 1 million yen is far from enough to buy an entire aquarium, she was able to turn the aquarium into a weapon by claiming she could buy it. Also, seeing as Yoru suggests killing people in advance to turn them into weapons, it seems that weapons made from living organisms can be stored long-term.
Kiga is the Famine Devil.
She can regenerate by absorbing the vitality of living creatures. Whether it works through an equivalent exchange of 'life = life,' her exchange ratio is absurd, such as being able to resurrect using the life of a single ant. While her timid personality and poor combat sense—combined with the fact that her primary points of comparison are her sisters, the other Horsemen—might hide it, her regenerative abilities prove she is still quite strong among devils.
Makima is the Control Devil.
She can control and manipulate beings she perceives as inferior to herself. She can issue commands or completely strip away their will to control them. Furthermore, she can utilize the abilities or the very existence of the beings she controls. The condition for her ability is subjective perception, which is quite vague; she controls those she personally 'thinks' are of a lower level. The use of the phrase 'lower level' rather than 'weak' suggests that while actual combat power is important, comprehensive factors such as mental state and the status of existence are included in her judgment of 'thinking they are inferior to me.' No matter how much better their abilities are than humans, this could be called the limit of a devil who can only think one-dimensionally due to withered emotions. At the highest shrine in Kyoto, she had people sacrifice themselves by saying the names of targets, and with a hand gesture, the targets were crushed to death while the sacrifices collapsed. She can observe situations from a distance through the eyes and ears of lower creatures like rats or birds, and she even used a swarm of rats to teleport in front of Reze. When a Yakuza tried to attack her, she simply turned to look at him, and blood immediately poured from his eyes, nose, and mouth. In her current status as a Devil Hunter, only a very few know Makima's true identity as a devil.
Shii is the Death Devil.
Nayuta mentions her as the strongest devil with the most feared name. She is the eldest of the Four Horsemen. Through Yoru's mention, the reason Shii hasn't acted directly is revealed: since death is a concept given equally to all things, she is so excessively strong that distinguishing between ally and foe or adjusting her strength is almost impossible. Therefore, killing the Death Devil is nearly impossible, and even if she were killed, there is a high probability her ability would run wild, leading to something terrible. She can issue orders to those she has killed or make them her subordinates. Even when enslaved, it seems complete mind control of the target is not possible. She cannot turn her controlled targets into completely emotionless dolls. In the case of devils, she stores and employs them as miniatures. There are constraints that make her weaker than her original power, and there are limits to Shii's use of this power herself, so she cannot use it at will.
