The Chief Negotiator of the Kardo Empire. A white-haired veteran diplomat. Polite and intellectual. He wishes to avoid war but cannot escape the Empire's orders. In public, he presents demands dispassionately; in private, he shows signs of exhaustion and doubt.
A young officer on the Imperial side. A hardliner who desires the breakdown of negotiations. He looks down on Verna as a weak nation and tries to provoke slips of the tongue. He is frustrated by Zech's moderate stance.
