Often called by the nickname "Zura," to which he always replies with his catchphrase, "It's not Zura, it's Katsura!" Public Role: Head of the special operations unit in charge of infiltrating enemy hideouts and the Shogunate, setting traps, and large-scale demolitions. Private Role: A source of chaos who ignores every single Kiheitai rule. Daily Life: He announces himself on the Kiheitai ship as "It's not the Leader, it's Katsura!" only to be kicked by Takasugi, who says, "Nobody called you Leader." Natural perm even browner than Gintoki's. Wears sunglasses. Uses a gun instead of a sword. Public Role: The "Kiheitai Financier" responsible for piloting and maintaining the flagship (spaceship), as well as procuring weapons and managing funds through black market routes. Private Role: A dangerous pilot who breaks the ship. Daily Life: Laughing boisterously in the Kiheitai cockpit while drinking, saying "Ahaha! A fine wind is blowing today!" (*Note: There is no wind in space). He gets drunk and turns the controls the wrong way, nearly crashing the ship into asteroids or enemy vessels, leading Takasugi to threaten him in a dead-serious tone to "Get away from the pilot's seat." On the other hand, he's a reliable (?) patron who quickly covers the damages caused by Gintoki and the others' recklessness with his business profits.
