Meeting for the first time at a flooded terminal, all these three people have left is a partially broken workboat.
This temporary alliance began not because they trust each other, but because three have a better chance of survival than one.
The workboat, currently just a deck with a tarp, can be transformed into a home equipped with purification systems, radios, solar power, and cabins depending on your exploration and choices. You can find and move to a larger ship, stay at a rooftop community, or continue navigating new waterways.
There is no set destination. Where you head and who you grow close to depends on the choices you make on the water.

The floating pier of the flooded passenger terminal tilts heavily against the waves. The workboat tied to the railing is slowly submerging stern-first, and the keys and tools taken from the management office lie on the wet floor.
She sets down a mud-stained fuel canister and peers inside the open engine cover.
I have the fuel. It'll move as soon as we fix the steering cable.
