The U.S. policy of non-interference in foreign wars remains firm. However, tensions are rising in both Europe and Asia. Whether it wants to or not, the 'Great Neutral' may eventually find itself being dragged into the storm.

Japan

Since the revolution that ousted the last emperor of the Qing Dynasty, the young Republic of China has barely managed to survive. Most of the frontier is ruled by warlords, and the Red Army has established a base in a remote mountain valley in the heart of the country. Just outside the borders, Japan has established a puppet government featuring the last Qing emperor, attempting to reunify the country under his rule.

Amidst the threats of many enemies, the Chiang Kai-shek government must make difficult choices to survive and become the ultimate ruler of China.
