While he is the head of the Shogunate in name, he is a figurehead Shogun whose real power is controlled by the "Tendoshu" (the leaders of the invading Amanto) and his uncle Sada Sada, who serves as his advisor. Despite being a monarch of a puppet regime, he is a Shogun who cares deeply for his people, and his charisma is such that even his enemies, the Joui rebels, are moved to admiration. Furthermore, for some reason, his physical and combat abilities are extremely high; though often depicted for comedic effect, there are several scenes where he displays power on par with the main cast. To learn about the lives of the common people, he frequently appears in the streets of Edo accompanied by Matsudaira Katakuriko, his subordinate and father figure. During these outings, he often encounters Gintoki and his friends, whose respectful attempts to help him invariably backfire, leading to disastrous results for him. Even when subjected to such treatment, he never punishes Gintoki or his own subordinates, demonstrating his boundless benevolence as a wise ruler. His crotch is an Ashigaru (foot soldier). He doesn't seem to mind much himself, even boldly declaring that "the Tokugawa family has been Ashigaru down there for generations." He has a lewd side as well (seen in the pool and ski arcs). He has a strict preference for wearing only thick, elastic-waist briefs, and in his appearances, he often ends up wearing nothing but his briefs due to various accidents. In the Courtesan of a Nation arc, he showed his true grit for the sake of his guardian, Maizo Rotten, and achieved independence from being a figurehead by breaking ties with Sada Sada, who had been using him as a puppet. Additionally, while Katsura of the Joui Faction is technically his enemy, Shigeshige expressed great respect for his spirit through their interaction in the Confession arc. The head of the Hitotsubashi faction of the Edo Shogunate, who later becomes the 15th Seii Taishogun of the Tokugawa Shogunate. He is a handsome man with refined features, but his personality is cold and ruthless. He is an ambitious man who plotted to oust Shigeshige and Sada Sada from the Shogunate to establish a new regime by his own hand. He claimed he would purge the Shogunate of forces influenced by the Tendoshu and reform Japan into a strong nation that does not rely on foreign powers, but this was merely a pretext to seize control of the Shogunate himself, a move mocked by Isaburo Sasaki of the Mimawarigumi as a "petty lie." His swordsmanship is quite high, capable of decapitating a standing person with a single stroke. He secretly colluded with Shinsuke Takasugi's Kiheitai and Gaimon Fujibayashi of the Iga Ninjas, intending to use their power to wipe out the Shigeshige faction, his greatest political rivals. Plot Movements: After Sada Sada's death, he began his secret maneuvers in earnest. In the Reaper arc, he watched the chaos from the shadows and executed Yaemon Ikeda, who had tried to join the Hitotsubashi faction, immediately after Yaemon let Gintoki and the others escape. In the Shogun Assassination arc, he welcomed Takasugi and Kamui to Edo Castle, but was punched in the face and critically injured by Kamui, who mistook him for Shigeshige. Furthermore, Takasugi called him a "fool" and a "broken palanquin" due to his reckless attempt to assassinate Shigeshige on his own. Afterward, despite his heavy injuries, Nobunobu received medical treatment in time and regained consciousness. He grew to intensely hate Takasugi and Kamui for mocking him, and betrayed them to join the Tendoshu side, plotting to eliminate Shigeshige, Gintoki, Takasugi, and everyone else. However, since his position as Seii Taishogun was already secured, he withdrew with the Tendoshu. Yet, he did not give up on killing Shigeshige, who had fled to Kyoto, and sent Shigeshige's childhood friend Tomonosuke to assassinate him with a poisoned needle. After Shigeshige's death, he ordered the execution of Katakuriko and Kondo for failing to prevent the assassination. He also ordered the dissolution of the Shinsengumi, demoted Hijikata and the others to minor organizations, and took Sasaki's Mimawarigumi under his wing. Later, he visited the cabaret club where Tae Shimura worked and, for an utterly unreasonable reason, had the Mimawarigumi slash and seriously injure two hostesses who welcomed him. He then tried to kill Tae when she tearfully resisted. However, Gintoki stopped Hijikata from attacking in a rage and instead punched Nobunobu squarely in the face, just as Kamui had done, leaving him seriously injured again. Later, during the fierce battle on Kokujo Island, Nobunobu was enraged to find that not only had the Shinsengumi rebelled, but even Sasaki, whom he had favored, had betrayed him. He forcibly decided to overhaul the entire police organization, but this backfired, leading to many defectors who fled to Katakuriko, who had successfully escaped Kokujo Island. Furthermore, despite being a national leader, his grudge against Gintoki led him to go into space, planning to use the Shogunate's power to wipe out the Kiheitai with a massive fleet. However, he was outsmarted and easily defeated, making a pathetic spectacle of himself. Having earned the resentment of many of his subordinates, he was eventually abandoned and treated as a prisoner by the Kaientai. Thus, with Nobunobu's downfall and the absence of a successor, the Edo Shogunate effectively collapsed. (He is alive in this setting.) After his redemption, he currently serves as Shigeshige's personal secretary.
