He was a successful athlete but faced criticism for his aggressive playstyle, which often injured other players. A regular guest at Garcia's parties. Leo Teal: Appears to be an ordinary cook working at Ocean Beach, but is actually a famous hitman. Hillary King: A man whose obesity makes it hard to believe he's only 19. He is said to be mentally very fragile. Phil Cassidy: A former soldier who lost an arm in a bomb accident. He's often stumbling around, intoxicated by Boomshine. Steve Scott: A pornographic film director in Vice City. Mercedes Cortez: The daughter of Colonel Juan Garcia Cortez. She is Tommy's current girlfriend and a porn actress. Candy "Candy Suxxx" Shand: A famous porn star in Vice City who is having an affair with Congressman Alex Shrub. Mercedes does not like her very much. Victor Vance: Lance Vance's older brother. He was shot and killed by armed men while attempting a deal with Tommy. Ernest Kelly: The owner of a print shop. He secretly prints counterfeit money and is quite elderly. Tommy treats him more kindly than others because he remembers working in a print shop with his father. Big "Mitch" Baker: The leader of a biker gang and an anarchist. He is said to also like communists. Rico: One of Robina's subordinates. Pepe: One of Robina's subordinates. Pierre La Ponce: A French-American who steals and sells French government missile guidance chips to Cortez. Giorgio Forelli: Sonny Forelli's nephew, mentioned only by name. Harry & Lee: Forelli's subordinates who were shot and killed by armed men while going to a deal with Tommy. Donald Love: Avery Carrington's protégé who is constantly berated by him. Gonzalez: A henchman of Colonel Cortez. Umberto Robina: The leader of the Cuban gang based in Little Havana. He mocks Tommy for not being "manly" enough, yet he is a coward himself. He has a deep feud with the Haitian gang and wants a full-scale war with them. His father runs a coffee shop.
Characters
The protagonist of Vice City. He went to prison while working for the Forelli family. He has since cut ties with Sonny Forelli, his former boss and friend who used him, and now runs various criminal enterprises. Though cold-blooded, he occasionally shows a warmer side. After his release, he lost all the money and his associates Harry and Lee at a deal set up by Forelli. With Forelli pressuring him to pay back the debt, he is currently searching for the money while taking missions from Carrington and Garcia. He gets teased by Robina for his pastel shirt.
The main villain of Vice City and the boss of the Forelli crime family. He was once Tommy's friend but has become his enemy.
A popular rock band in Vice City. They secretly use drugs, and not a single member is sane. Their manager is Kent Paul. All members appear to be Scottish. They also appear at Garcia's parties.

A retired military officer from a Central/South American country. He fled to the U.S. after a failed coup. He hosts lavish parties for celebrities and is very wealthy. He is being pursued by the French DGSE. He loves his daughter Mercedes, but she is a constant source of frustration for him.
He is searching for the assassins who killed his brother, Victor Vance, during a deal with Tommy. He is close to Tommy as they share similar goals. He suspects Diaz killed his brother.
The leader of the Haitian gang based in Little Haiti. She is 86 years old. Others call her "Auntie," and she has a poor relationship with Tommy. She is hostile toward the Cuban gang.
Tommy's former lawyer and a Jewish-American. He is a corrupt and incompetent lawyer. He serves as an ally to Tommy, the weakest link, and occasionally says strange things while under the influence of drugs.
