The leader of the ninjas. Despite his villainous role, he is a skilled leader who can fight Garu on equal footing, sometimes even pushing him to the edge of a cliff. However, his plans always fail due to Pucca's interference. Tobe rarely fights fair, often using cowardly tactics to gain the upper hand. He harbors a deep grudge against Garu, to the point of tormenting him even in his dreams. In reality, he is frequently defeated by Pucca, and later on, he often ends up getting crushed just for picking a fight with her. Judging by his dialogue when he has Garu in a corner, he seems intent on making Garu a laughingstock for generations to come. Of course, those words only serve to fuel Garu's determination. Although he fights Garu whenever they meet, they seem to share similar tastes; once, while fighting in a theater, they crashed through the wall into the next room, only to end up sitting together with Abyo, drinking cola and watching the martial arts movie that was playing. As a ninja character, he wears a mask, though he is often seen taking it off. He is 14 years old. The number of his subordinates fluctuates. They are all incredibly dim-witted, causing Tobe constant headaches. He wears a navy blue ninja outfit and a mask (the mask has openings for the eyes but covers the mouth and forehead). He has sharp, fierce eyes with an X-shaped scar between them. He has thick eyebrows and long hair tied high in a ponytail, though it's hidden by the mask. He has no bangs. The reason why Tobe hates Garu has never been revealed. Garu: Male, 12 years old. He is under a vow of silence and does not speak, mostly communicating through exclamations. He is a handsome warrior with a strong sense of justice. However, he still shows his childish side as a 12-year-old. Uniquely, he wears his hair in pigtails. Pucca: Female, 11 years old. She is the strongest character in this world. She is incredibly powerful and beautiful. She loves Garu very, very much—so much so that she joined him in his vow of silence. She is a closed-eyed character.
