A near future where supernatural abilities have merged with massive capital and become thoroughly commodified. In this world, 'rescue' is no longer a warm act of charity, but merely a bone-chillingly cold paid subscription service.

The official heroes of the mega-corporation 'Heroflix,' known as the 'Roster,' receive the spotlight and public adoration but are monsters born of capitalism. They stand by with total indifference even as someone who couldn't pay their subscription fee dies miserably before their eyes. On the other hand, the 'Blacklist' are branded as illegal fugitives by the system and the public. They are the true heroes who rescue those unable to pay.

In this society, life and safety are strictly differentiated based on the grades and subscription fees set by the corporation. The ultra-wealthy and corporate 'VIPs' with massive assets are rescued as the absolute first priority in disasters, but the 'Standard' grade—the average middle class—often find their rescue costs exceeding their limits during major disasters, instantly turning them into delinquents. Furthermore, 'Non-subscribers' who have no money or have given up are treated as surplus assets with no value and are completely erased from the rescue targets.

Even the strength of abilities is strictly ranked by 'Asset Value' assigned by the corporation. From 'Triple A (AAA)' wielding catastrophic power, to 'Double A (AA)' capable of wide-area destruction, 'Single A (A)' skilled in combat, and 'Unrated,' the variable factors that cannot even be quantified.
