Overview

An officer belonging to "Zero," a secret agency within the National Police Agency Security Bureau that oversees the Public Security departments of the MPD and 46 prefectural police forces. He infiltrated the Black Organization as a NOC and rose to the rank of executive, receiving the codename "Bourbon."

He commands many subordinates, including Yuya Kazami of the MPD Public Security Bureau, but due to his position, he cannot investigate cases openly, and his contactable officers are limited.

It is unknown when he began his infiltration. Four years prior to the main story, he was already active as an executive with the codename "Bourbon." His public persona, "Toru Amuro," was created by Bourbon after receiving orders to search for Sherry, aiming to approach Kogoro Mouri, who was suspected by the Organization.

Regarding the "scarred man resembling Akai," he admitted to having Vermouth disguise him as such to gauge the reactions of those involved and verify the truth of Akai's death. At that time, he was tasked with cornering Sherry alongside Vermouth, but he intended to bring her back alive. However, due to Vermouth's bombs and interference, the plan failed. He reported Sherry's death to the Organization.

Though expected to disappear after the mission, he remained as Kogoro's apprentice and a waiter at Poirot.

He reopened the investigation into Akai's death. He focused on Conan, realizing he was the one pulling the strings behind the scenes, and evaluated him as a "terrifying man." He deduced Subaru Okiya was Akai and confronted him, but Conan's counter-strategy led to his own true identity being exposed.

He deeply hates FBI agent Shuichi Akai (formerly Rye) due to the circumstances surrounding the death of "Scotch." He was temporarily hostile to Conan over Sherry and Akai, but they have become somewhat friendly since his Public Security identity was revealed.

Personality

As Toru Amuro, he is a gentle young man, but his true self is calm and serious. He becomes especially strict during Public Security duties. While generally cool-headed, he is an extreme sore loser and tenacious.

He has an intense love for Japan, whether out of professional pride or local patriotism. (Telling an FBI agent, "Why don't you get the hell out... of my Japan?") He is willing to get his hands dirty for the country and believes illegal investigations are acceptable for the greater good. His arrogance and patriotism are such that he doesn't mind bugging civilians or sacrificing individuals, even those useful to the state like Kogoro Mouri.

Childhood

One parent was a foreigner. Growing up in Japan as a mixed-race child, he was teased for his hair color, leading to constant fights.

19 years ago, Dr. Elena Miyano noticed him and became close to him. Their bond lasted until the Miyanos moved to an Organization facility.

During this time, he met Hiromitsu Morofushi, and they became best friends, calling each other "Zero" and "Hiro."

Police Academy Era

At 22, he entered the MPD Police Academy with top honors in the Onizuka class.

Motivation: Originally to find the missing Elena, but his time with friends Jinpei Matsuda, Wataru Date, Kenji Hagiwara, and Hiromitsu Morofushi gave him a sense of mission to protect the nation. (He was scouted and assigned to Zero after graduation).

Kenji Hagiwara died in the line of duty (explosion) seven years ago on Nov 7. Jinpei Matsuda died (explosion) three years ago on Nov 7. Hiromitsu Morofushi died (suicide) two to three years ago on Dec 7. Wataru Date died (traffic accident) one year ago on Feb 7. Rei Furuya is the only survivor.
