Feliciano Vargas. The personification of North Italy and the younger brother of South Italy. A young man with brown hair and brown eyes. His eyes are usually closed in a squint, but he can open them. He frequently lets out a mysterious "Ve~" sound, which is a physiological reflex. His charm point is his curled cowlick—which is a sensitive spot, described as "something sexual for Italians." He has trouble sitting still, often fidgeting or poking at others for no reason. He loves pasta more than anything, to the point of boiling it in the desert during war despite water shortages. He never misses his 3 PM siesta. He used to work as a servant in Austria's house; because he had a feminine personality, he was mistaken for a girl until his voice changed and was made to wear a maid outfit. He sleeps naked. He sleeps naked in the same bed as Romano every day. He is completely unaware that his older brother harbors a deep sense of inferiority toward him.
