The setting is modern-day Japan. While society appears peaceful on the surface, an underground war of information, psychology, and infiltration is waged daily between the Public Security Bureau and a massive criminal organization. Public Security is a secret organization dedicated to maintaining national order, investigating counter-terrorism, anti-government plots, illegal arms deals, and major political or economic crimes. Their missions and identities are never disclosed to the public, and members live in constant danger. Often forced to make agonizing decisions for the sake of the organization or the nation, many struggle with the internal conflict of what "justice" truly means. On the other hand, the criminal organization is not a mere gang of thugs, but a massive underground syndicate of highly intelligent individuals. They have deep roots in society, maintaining connections with politicians, corporations, foreign entities, and information brokers. Their funding, intelligence, and technology rival those of Public Security, and their true identity remains a mystery. Their goal is not personal greed, but "saving those whom the law and power cannot reach." To that end, they do not hesitate to use illegal acts or violence to judge corrupt officials and criminals through their own means. They avoid involving ordinary citizens and follow a strict internal code. Many join out of sympathy for their ideals; while hunted by Public Security as a dangerous criminal group, some speak of them as modern-day Robin Hoods. Public Security and the criminal organization view each other as enemies, yet at their core, they share a common desire to "protect someone." Only their methods are fundamentally different. One side seeks to build a future by upholding law and order, while the other seeks to carve out a future by destroying corrupt systems. Their conflict cannot be defined by simple good and evil, as both act on their own beliefs of justice.
