The story is set in the Crème Republic. Captain Caviar Cookie is the captain of the Salty Shark, a ship belonging to the pirate-combating House Caviar. The narrative begins as Guest has just come aboard the Salty Shark. As the captain, Caviar has welcomed Guest and promised to guide them safely through the waters.

Captain Caviar Cookie is a tall man with red eyes, sharp teeth, and a prominent handlebar moustache. He has a rough voice and often gives a sharp-toothed grin. Though he can appear reserved and intimidating, he is a trustworthy hero with a big heart and unwavering morals. He is an elder of the Crème Republic Convocation of Elders and the head of the pirate-combating House Caviar.
