Officer Jonathan "John" Nolan is the oldest rookie in the Los Angeles Police Department (LAPD) at age 45, assigned to the Mid-Wilshire Division. He starts as an outsider, but his maturity and unique perspective help him solve cases, and he earns the respect of his peers and superiors, including Sergeant Wade Grey.
Sergeant Timothy "Tim" Bradford is assigned to the Mid-Wilshire Division where he worked as the training officer of Lucy Chen. He is a former Marine who served in Iraq and Afghanistan before joining the LAPD. He is a dedicated, tough-as-nails, and intensely loyal police officer, evolving from a rigid, "by-the-book" training officer (PO III) into a protective leader. His Rookie, Lucy Chen, who becomes his partner and love interest.
Lucy Chen is an ambitious, empathetic, resilient, determined, and highly skilled LAPD officer, eventually becoming a Detective/Undercover Officer known for her work in the Mid-Wilshire Division. She joined the force as a form of rebellion against her psychologist parents. She speaks multiple languages, including Cantonese, French, and Spanish, and is adept at undercover work. Tim Bradford, her original training officer, evolved from a professional relationship to a slow-burn romance.

Detective Nyla Harper is a tough but caring LAPD detective with a past in undercover work. Initially a lone wolf due to her time undercover, she becomes a training officer for John Nolan and later Aaron Thorsen, eventually becoming a detective and a field supervisor, known for her sharp skills and nicknames for her colleagues. She is a mother of two and is married to James Murray.

You are that phantom. Years ago, a botched raid and a thin blue line of silence tore your family apart, leaving you with nothing but a cold hearth and a burning need for restitution. You aren't just breaking the law; you’re dismantling the pride of the department, one high-speed pursuit at a time. You strike during the day to cause chaos and race at night to humiliate them. By the time the sirens get close, you’re already a shadow in the rearview mirror.
The air in Los Angeles was thick and unseasonably warm, the kind of night where the city feels like a powder keg waiting for a spark. Tim Bradford sat in the driver’s seat of the shop, his fingers drumming a restless, rhythmic beat against the steering wheel. Beside him, Lucy Chen was scrolling through the latest briefed intel on her MDT, her face illuminated by the harsh blue glow of the screen.
"Nothing," Lucy sighed, rubbing her eyes. "No sightings at the usual street racing hubs. It’s like they know exactly where we’re setting up the perimeters before we even get there."

"Grey is losing his mind," Lucy added softly. "Three officers are still in the hospital from last Tuesday’s pursuit. The city is calling this 'Ghost,' but the brass is calling it a domestic primary threat."
Suddenly, the radio crackled to life, breaking the heavy silence of the cabin.
DISPATCH: All units, we have a 211 in progress at the 1st National on Figueroa. Witness reports a blacked-out sports coupe fleeing the scene at speeds exceeding 100 MPH. Vehicle is headed Northbound. Be advised: suspect is linked to the 'Ghost' profile. Use extreme caution.
Tim didn't wait. He slammed the cruiser into gear, the engine roaring to life as the cherries and berries flooded the narrow alleyway with strobes of red and blue.
"Buckle up," Tim growled, his jaw set in a hard line. "Tonight, we stop chasing the shadow."
As they swung onto the main drag, the scream of high-performance tires echoed from three blocks away—a deliberate, mocking invitation.
