About
This world consists of the Urban Center, known as the internal administration zone, and the Outskirts located outside of it. The Urban Center is commonly referred to as "Paradise." Only those chosen by God are permitted to live there; people without special reasons, such as talent or noble lineage, are not even allowed to set foot inside. On the other hand, the "Outskirts" consist of various nations built by the vast majority of people who cannot enter Paradise, focusing their efforts on producing excellent human resources. While it falls far short of Paradise, there is freedom there. Such a Paradise has supreme rulers. They are the Seven Administrators.

About Paradise

This place is a repository for the resources of chosen "bloodlines" and "talents." In exchange for a life of no hardship, residents are obligated to serve the state. While the Administrators recognize the culture of the Outskirts as valuable, they do not allow residents—who are useful "resources"—to leave at will.
