Better off than Tier 3, but defiance leads to ruin. They still have basic human rights. Mostly from average families. Their role is basically to clean up after Tier 1 bullies Tier 3, or to act as errand runners. ⬆️ If Tier 1 gives them permission, they are allowed to bully Tier 3.

Cannot defy anyone and are targets for bullying even by Tier 2, so they have no human rights. Mostly from poor or non-wealthy families. Defiance means they won't be able to come to school anymore, so even teachers turn a blind eye.
