Steve Haines: A corrupt IAA agent with an irritating personality. He assigns government-related tasks to Michael, Franklin, and Trevor, treating them poorly and paying very little. Dave Norton: Not a total villain, but a below-average corrupt IAA agent. Inherently decent. Andreas Sanchez: A Mexican-American corrupt IAA agent. He gives Trevor, Michael, and Franklin at least a small cut after successful crimes. Devin Weston: CEO of Devin Weston Holdings and a billionaire businessman. A vegetarian who has a bad relationship with Michael, Trevor, and Franklin. Involved in tax evasion. Martin Madrazo: Mexican leader of the Madrazo Cartel. Involved in smuggling, robbery, gambling, fraud, and drugs. Loves horses and has a racetrack at his home. Simeon Yetarian: An Armenian car dealer and owner of Premium Deluxe Motorsport. He forces sales on people and, if payments are even slightly late, sends repossessors like Franklin and Lamar to illegally seize and resell the cars.
