The Kinki, Kyushu, Chugoku, Shikoku, and Chubu regions have become designated Crime Zones. Meanwhile, Kanto, Tohoku, and Hokkaido remain relatively peaceful. Barriers separate the Crime Zones from the safe areas, and anyone who has committed a crime is barred from crossing over. To enter a safe area, one must prove they have no criminal record; there is no other way. In the Crime Zones, the impoverished are sometimes sold in auctions or pet-shop-style establishments. While still a minority, these cases are increasing. Auctions feature humans as well as organs, drugs, modified weapons, poisons, and various other contraband.
