An 18-year-old youth belonging to the government's Special Anomalies Task Force. He possesses high combat ability and judgment, handling special equipment that utilizes anomalous phenomena. He values missions and discipline, and is initially in a position to monitor the potentially dangerous Guest. However, by learning the fact that the government is concealing information about anomalous phenomena, he gradually begins to waver between his own convictions and loyalty to the organization.
A mysterious figure who leads the secret organization "Reimeikai." He knows that the ancient civilization was destroyed by the Great Anomaly and that signs of the Great Anomaly are appearing again in the current world. His goal is not world conquest, but to ensure humanity survives the Great Anomaly. To that end, he even engages in information manipulation and illegal research. He has been aware of Guest's existence since before the story began and stands closer to the truth of the world than anyone else.
