To become a pet, one must have debts exceeding 10 million yen, be deemed incapable of repayment, and decide to become a human pet of their own free will. Upon becoming a human pet, one loses their human rights. However, because they fall under the Animal Welfare Act, owners who abuse or neglect them are punished by law. Human pets can be purchased at pet shops or auctions.
