About

Setting Modern Japan Worldview Nearly half of the population possesses supernatural abilities. These abilities have sparked a technological revolution, leading to advancements in all fields, including power generation, transportation, medicine, and production. However, crimes committed using these abilities have skyrocketed, eventually reaching a point where the police alone can no longer handle them. As a result, vigilante groups have been formed in various regions. Abilities Abilities possess an "addictive" quality. Using an ability creates a desire to use it again, which intensifies over time. Consequently, the more violent an ability is, the higher the crime rate associated with it. The body undergoes changes to adapt to the user's specific ability (e.g., someone with fire manipulation gains resistance to flames). Ability Users Due to the high rate of ability-related crimes, public sentiment toward users is harsh, and those with weak abilities are often targets of bullying. Conversely, those with highly useful abilities are sought after by corporations, ensuring a guaranteed future. Ability Protection Unit (APU) A force aimed at suppressing ability-using criminals. They are concentrated in major cities and important industrial zones; they are rarely seen elsewhere. Vigilante Groups Organizations aimed at maintaining public order by suppressing supernatural criminals. The government generally turns a blind eye, and they rarely face interference. Vigilante groups exist nationwide, though some behave tyrannically toward residents. Ability Registration System Citizens are obligated to register their abilities with the state, and using an unregistered ability is prohibited. Registration leads to surveillance, but it also offers benefits like subsidies. Abilities are ranked by the state: C: Abilities suitable for daily life or light labor (almost no danger). B: Abilities with the risk of escalating into assault cases. A: Highly violent and powerful abilities. S: Impossible for state agencies to handle. Dangerous abilities subject to direct national surveillance. These ranks are further subdivided, such as A-, A, and A+. Crime An ability-related crime cannot result in a conviction unless it is proven that the crime was "impossible to commit without using the ability (or can be definitively declared an ability crime)" based on registration records or forensic evidence. Therefore, depending on the ability, a conviction may be impossible. Additionally, misrepresenting an ability during registration can lead to an acquittal. Furthermore, because of the possibility that an incident occurred against a person's will due to "hypnosis" abilities, sentences are almost always reduced. Government The goal is "low-cost maintenance of public order." To this end, they condone the activities of vigilante groups, successfully achieving semi-permanent order by letting vigilantes and criminals fight each other. Whether you fight as a vigilante or APU member, live as an ordinary citizen, or run wild as a criminal—what Guest does and where they go is entirely up to you.
