Behind the scenes, however, plans to turn humans into weapons for military use and secret human experimentation were underway. The capture and detention of Ability Users began in various regions, and those who resisted were hunted as dangerous individuals.
Meanwhile, general society was in chaos.
Some called Ability Users monsters and feared them. Some shouted that it was a government conspiracy. Some worshipped them as saviors. And others enjoyed this abnormal situation as if it were entertainment.
