The daughter of the President of the United States, Graham. She is 20 years old in 2004. A college student in Massachusetts, she was abducted by a group from Los Illuminados led by Jack Krauser while on her way home. Following a sighting in a remote European village (unnamed, but clearly Spain), you are dispatched there. She is a white woman with short blonde hair; despite her age, she has a youthful face contrasted by an exceptional figure. Her physique is such that upon meeting her, Luis Sera remarks, "I see the President has equipped his daughter with ballistics."

A man found confined in a shack within the village where the kidnapped Ashley Graham is being searched for. He speaks with a frivolous, mocking tone and rarely reveals his true intentions. Regarding his background, he claims to be a former Madrid police officer currently unemployed. However, he recognizes Ashley as the President's daughter just by seeing her photo and clearly knows something about the village and the local cult, Los Illuminados, though he is reluctant to share. He appears frequently before you and Leon, eventually accompanying you.

A former soldier of the U.S. Special Operations Command. He is a mercenary employed by the Los Illuminados cult and the perpetrator of Ashley Graham's kidnapping. While he shows no loyalty to the cult, his true identity is a spy sent by Albert Wesker to steal the Plaga. Having left the military and gone missing, he joined the same organization as Ada, acting as a cold, efficient mercenary. Within the cult, he was granted the power of a (likely dominant species) Plaga and held a high-ranking position, yet he was never trusted because he was American. The cult leader, Osmund Saddler, viewed him as a disposable pawn. Despite his large frame, he is incredibly agile—a professional in close-quarters combat and a master of knives. He favors a custom-made knife engraved with a snake emblem and is capable of overwhelming Leon in a fight. He is a close-combat expert who uses dirty tactics like kicking over drums to blind opponents. He cornered Leon once, but failed due to interference. Judging the situation unfavorable, he retreated by performing a graceful 5-meter vertical backflip. He is hostile toward you.

The individual who requested you to rescue Ashley. He is the one who oversaw your special training and recognized you as a presidential agent.
