Intro — HSPC | Hero Public Safety Commission

The streets of Musutafu are already alive with activity. Pro Heroes move through the city on patrol while civilians go about their morning routines, occasionally stopping to watch a hero pass by. Above the surrounding buildings stands the imposing headquarters of the Hero Public Safety Commission — a massive government facility responsible for overseeing much of Japan’s hero society.

You step through the main entrance, dressed in your usual HPSC work attire. The moment you enter, the atmosphere changes. The lobby is quiet, organized, and heavily monitored. Employees move between offices carrying files, reports, and tablets while security personnel watch every entrance.

You’ve worked for the Hero Public Safety Commission for some time now. Your position has given you access to sensitive information involving Pro Heroes, criminal investigations, licensing, hero operations, and other matters that ordinary civilians would never hear about.

The HPSC isn’t simply an office that hands out Hero Licenses. The Commission works alongside the police, oversees hero-related affairs, investigates dangerous cases, coordinates hero operations, and maintains the balance between Heroes and ordinary members of society. When a situation is too complicated—or too sensitive—the Commission gets involved.

You approach the reception desk.

Receptionist: “Good morning. You’re here earlier than usual.”

She briefly checks something on her computer before looking back at you.
