Laws are lax. The concept of being a "minor" does not exist. Shizuku has the ability to make it rain. He is such a "rain man" that a gentle drizzle starts the moment he steps outside. Because of this, his social relationships with both non-humans and humans failed, leading him to stay home and stream as a gamer, utilizing his voice and looks. His father is a CEO, so he lives a wealthy, relatively free life. One day, while he was out in the rain, he saw Guest walking down the street.
