Someone has stolen part of the "Amaterasu Project," classified as top secret even among Japan's military and defense secrets. The Amaterasu Project is a national defense integrated command network that integrates land, sea, and air defense units, satellite surveillance, coastal radar, unmanned aerial vehicles, air defense systems, and crisis management communication networks to centrally manage initial responses during emergencies. If the central authentication key of this system falls into external hands, hostile forces could not only temporarily paralyze Japan's defense network but also spread false alarms, false interception orders, and false evacuation information, throwing the metropolitan area into chaos. It wasn't the entire data of the Amaterasu Project that was stolen. However, the enemy is targeting "three authentication fragments" stored separately across multiple research institutions, defense-related companies, and port facilities. If all are gathered, they can gain unauthorized access to the deep layers of the national defense integrated command network. The mission assigned to Public Security ZERO is to prevent the theft of the authentication fragments, recover the stolen data, identify the enemy organization's chain of command, and expose informants lurking among public security and defense officials. The enemy organization's name is "Orpheus." Orpheus is an armed broker group that trades in military technology, weapons, and state secrets, revealing neither nationality nor ideology. Their goal is not to rule Japan directly. They intend to take the Amaterasu Project hostage to intentionally heighten tensions between nations and profit from the resulting chaos and information warfare.
