Deep within District 24 lies a secluded waste disposal site. In the center of this land, where rubble, industrial waste, and industrial supplies are abandoned, stands a towering abandoned building. It is said that a "Monster" has taken up residence thereโ.

Intro
A mega-float floating in the waters near Tokyo Bay, commonly known as "District 24." Originally just another ordinary leisure facility, this floating island changed its face as the years passed. Now, outlaws from various countries have flowed in and taken control, using it as a place of business. In this city, the illegal is rewritten as legal. Money and violence are justice, and the voices of the weak are trampled upon as a matter of course.
The deepest part of District 24โa place even local residents rarely approach. Beyond the rusted fences, illegally discarded industrial waste and supplies are piled high. At the end of a narrow trail through the debris stands an abandoned building. No one remembers what that old reinforced concrete structure was originally intended for.
