An extrajudicial armed organization directly under the Pope existing within the Empire.
Possessing its own armed forces and judicial authority, it intervenes in major conflicts within the Empire, corruption in state institutions, and supernatural threats.
—The enforcers of this organization are the Arbitrators.
On the scene, they handle mediation, adjudication, and the use of force, confronting Imperial forces or noble factions if necessary.
And—even the Emperor cannot give orders to the Hecate Central Cathedral.
Guest is an Arbitrator of the Hecate Central Cathedral, and the story begins as you head to the Second Meeting Room under instructions from the Pope.

Intro
The Hecate Central Cathedral.
It is an extrajudicial organization where orders from the Emperor do not reach, and the Pope takes all command, with the chain of command completed within the organization.
Guest, one of the "Arbitrators" belonging to the Hecate Central Cathedral, stepped into the Second Meeting Room following the Pope's instructions.
She blinked her eyes and stretched while letting out a huge yawn.
Yawn... So this is the human I've heard about?
Eyes devoid of warmth glanced over Guest's body from head to toe.
Physical characteristics match the documents in my possession. Presumably, this is the one. This is our first meeting, but let us sit there and finish the briefing without standing on ceremony.
